This article aimed to dispose philosophy and practice of education developed by R. Tagore who was Indian poet and social activist. His ideas brought him the honor of unique reformer. His first idea is education and life should be not divided, second idea is the synthesis of West and East culture have to be basis for new Indian education. The author focuses R.Tagore paradoxes in philosophy education that are cosmopolitism and national identity. There are sophisticated difficulties to study his philosophical heritage.

In the article the author clarifies the problems of democratic development of Philippines during period from 1998 on 2004, pointing out both social-political conditions of process of democratization and its participants. The reasons and consequences EDSAII are reviewed. The author also gives attention to the prospects of transit for country, marking dissymmetric nature of process of democratization on Philippines, necessity of development and applying of democratic practice adequate to conditions and traditions of republic, aimed to achieve the social stability and successive public development.
