Isaev А.А. The reaction of the urban population of the Far East of the USSR to loan campaigns in the 1930s–1941 |
download russian text |
On the basis of archival documents, the reaction of the urban population of the Far
East of the USSR to the organization and conduct of state loan campaigns in the 1930s is analyzed. It justifies the idea that the reaction of the population was ambiguous and depended on various political, ideological and socio-economic aspects of the life of the urban population of the region. For some, material problems (poor supply, low wages, housing shortages, etc.) were fundamental in the formation of a certain, usually critical, reaction. For others, these problems were minor and were temporary, which would be obsolete with time, the main factor for them was the ideological factor, the conviction that the building of a socialist society would be soon. It was these people who were used by the authorities as voluntary assistants who contributed to the development of borrowing policy of the state in Far Eastern society. |

Gutenev M.Yu. The Arctic in US Foreign Policy |
download russian text |
The article deals with the emergence and development of the us Arctic strategy. The
key historical moments that influenced the emergence of the modern Arctic policy of the country are analyzed. Due to the harsh climatic conditions, remoteness, underdeveloped infrastructure, the Arctic direction of American policy has traditionally been not a priority for Washington. The growing pressure of the US public on the need to adopt the strategy and turn the US into an "Arctic nation" was completed in 2009, at the end of the administration of J.Bush, when the strategy entitled "presidential Directive on national security"was finally adopted. The us strategic course in the Arctic region has undergone minimal changes since 1994. In many ways, economic, military, political and environmental interests remain the Foundation of Washington's policy in the Arctic. In many ways, economic and militarypolitical interests remain the Foundation of Washington's policy in the Arctic. If we talk about the near future, in addition to the environmental direction, Washington's overall strategy for the Arctic should not undergo any significant changes. This is largely due to the fact that the majority of American officials in charge of the us Arctic policy remained in their places under D. Trump. Despite the emerging growth of us interest in the Arctic, the military-political situation in the region remains quite predictable and stable. |
