Recently, the activities of domestic territorial entities in the international arena have become much more active. The article shows that the international interests of cities and domestic regions gradually go beyond economic and social ones. Domestic territorial entities reflect the main megatrends of world politics and at the same time form them. Their activities on the world stage, along with those of other actors, are transforming the political organization of the world. These phenomena should be taken into account when forming partnerships between the central authorities and regional authorities in order to use the international activity both in the regional interests as well as in the interests of the country as a whole.

The article deals with issues of current state of Municipal lawmaking in the Russian Federation. To base on sociological research assessed an expert evaluation of the municipal lawmaking effectiveness, exposed typical errors in the preparation and adoption of municipal normative legal acts, main problems in maintaining the register of municipal normative legal acts of the Russian Federation constituent units. In conclusion key of some directions for improving the municipal lawmaking process.

The relevance of the article is due to the need to expand Russia's interaction with the East through the active participation of Russian regions in conditions of Russian-Western confrontation. The article analyzes the transnational relations of the Komi Republic with China, Iran and the arab states. There are identified new phenomena in the evolution of transnational relations of the region and existing problems.

Russian Far East in transborder relations with the APR: a review of the dynamics of 1990–2017

The article discusses the volume, geographical structure and composition of trade, investment and migration relations of the Russian Far East with the countries of the Asia-Pacific region, identifies long-term trends in their dynamics since the early 1990s. The roles in the transborder relations of the RF subjects included in this macroregion are defined. For the first time, on the basis of statistical data for more than a quarter-century period, an attempt was made to characterize the main features of the integration of the Far East of Russia into the modern structure of transborder relations in the APR and the factors that caused their occurrence.

The author pays special attention to the activity of the sub-national entities under China’s unitary system of political organization. The article reveals the development of foreign relations by the sub-national entities as an instrument that the central government uses to address foreign policy and internal political challenges.

Socio-economic aspects of the production of building ceramics in the states of Central Asia and the Far East in the Middle Ages

EManufacture of building ceramics – bricks, roof tiles, sculptures – an important branch of the medieval economy in the states of Central Asia and the Far East in the XI–XIV centuries. The paper attempts to combine archaeological and narrative data, despite their fragmentary nature with the aim of reconstructing the socio-economic aspects of the craft. Production centers were concentrated in a limited area, there was an intrasectoral division of labor, production was standardized and was in great demand in the domestic market. The leadership of the industry was concentrated in the hands of government bodies.

Expansion of Japan in Manchuria and the Korean diaspora (1905–1945)

The Korean diaspora in Manchuria became the base of the anti-Japanese struggle of Korean nationalists and Communists. Last created their own organization in that region of China in 1917–1931 under the influence of the Russian revolution of 1917, and with sponsorship from the Comintern. After the Japanese occupation of Manchuria in 1931, Korean communists joined the Communist Party of China, forming a United Front to fight against Japanese aggression. Japan has implemented a range of military, economic, ideological measures that led to the defeat of anti-Japanese guerrilla, extrusion in 1941 remnants of guerrilla groups on the territory of the USSR.

In research the problem of relationship of deities, owners and spirits of the nature with Tazy of the Olginsky area – one of small ethnoses of Primorsky Krai is considered. The main objective and research problems consists in display of different cult constructions. In culture of Tazy there were family, trade and public kumirn, in which there was a process of communication of Tazy with deities and owners of the nature. A certain attention is paid to etymology of the ethnic names connected with cult constructions, deities and owners of the nature.

Military doctor Friedrich Albertovich Derbek (1902–1930), as a researcher of history and culture of the peoples of the Amur Region

The article is devoted to the scientific activity of the doctor, public figure, ethnographer, colleague of V. K. Arsenyev, Friedrich Albertovich Derbek (Albert). In expeditions to Primorye and the Amur region, he collected valuable ethnographic material about the Udege with the help of an informant Suntsai Geonka. In his popular science book "Forest people Udeh. Journey through the Amur and the Ussuri region" in German contains unique information about the ethnogenesis, history and culture of the Udege and Orochi, whom he considered one related people in language, anthropological type, material and spiritual culture. This article provides an assessment of works of the researcher, is introduced into the scientific circulation of new knowledge and extensive factual material on the Ethnography of the Udege, Oroch and Nivkhs. Specialists in primitive history and problems of human development will find interesting and necessary information, reflecting the distant stages of human development, left us by the traveler and ethnographer of the early twentieth century.

The article deals with the issues of formation of the Russian-Ukrainian border in the south of the Central Black Earth region in the 1920s. It is based on a study of archival documents, contemporary publications of leading experts. Fold in the border areas of the mixed composition of the population complicates the strict boundaries on ethnic principles. The territorial dispute culminated in 1925 after transfer of some districts of the Voronezh and Kursk provinces to the Ukrainian SSR.

Property right over land: seizures, "recourse abundance" and features of enforcement in the Russian Far East

Do land seizures contribute to the formation of private property? Can seizures in some conditions become the foundation for the private ownership of land, and in others – prevent its formation? What incentives and conditions affecting them contribute to "rejecting" or approaching the "ideal", if such exists, private property? The article is an attempt to answer these questions, referring to the experience of the colonization of the Russian Far East. For these purposes, the authors critically use the Alston, Miller et al model in which property rights universally evolve along with the progress of colonization. That is initially the land of "open access" is seized; then, thanks to club enforcement, de facto property is formed; Further, the state, guided by the incentive to extract rent, offers an enforcement that consolidates de jure property. The article discusses that specific national and / or local grounds change incentives and, as a result, property relations acquire cultural specificity. With regard to the case of the Russian Far East, this means that although the seizures contributed to the formation of the institution of private property, it was by no means identical to the institutions that were formed during the development of other "open access" lands.

Based on study of population formation history, as well as analysis of the most important demographic and socio-labor indicators, the socio-demographic component of the Vladivostok city human capital is considered in development. The author substantiates the importance of studying human capital at the subregional level, gives the assessment of demographic and socio-labor city potential in present days. The human capital of today’s Vladivostok is characterized by rather difficult transition from negative to positive trends in terms of natural and migratory growth, optimization of age structure and labor reserve formation.

Demographical safety and extremism in Central Asia

The article presents calculation and analysis of the demographic safety of the Central Asian countries. It is shown that the countries of the region have positive indicators of the demographic dynamics and a high proportion of the young population. But these countries have low Gross Domestic Product and high unemployment among youth. Therefore, these countries are the most vulnerable to the spread of extremism, primarily religious. Russia and China, directly bordering this region, can play a significant role in its dynamic economic development.

The article is devoted to the problem of changing of Russian public opinion concerning Napoleon Bonaparte which was rather fully represented at the pages of" The Herald of Europe" published by the famous russian publicist N.M.Karamzin. This edition commenced in the end of The Consulate and the beginning of The First Empire in France. Because of this fact the First Consul and from 1804 the Emperor of the French Napoleon Bonaparte became one of the clue personages practically in each number of "The Herald".

A framework for a Russia – Japan territorial deal: Shikotan and Habomai in exchange for investments in the Russian Far East?

In recent months, there have been signs of some movement on the long-standing territorial problem between Russia and Japan. Under a favorable scenario, this could lead to the resolution of the Russia-Japan dispute. The article analyzes under what conditions, based on its national interests, Russia could agree to a territorial deal with Japan. The authors argue that Russia should seek a deal that would transfer the islands of Shikotan and Habomai to Japan, provided two necessary requirements are met: first, Tokyo must drop its claims to Iturup and Kunashir; and, second, Japan must grant Russia a large compensation package, the bulk of which would be spent on the construction and modernization of social-economic infrastructure in the Russian Far East.

The article considers pseudoscientific and neo-pagan rhetoric in the texts of Nikolay Sergeev, who is an active representative of Russian compatriots in Byelorussia. The historical falsifications Sergeev uses to create a fictitious past are analyzed. It is shown how the neo-pagan worldview influences the formation of pseudo-scientific conclusions.
