Regional features of socio-economic conditions of childhood development

download russian text
To identify regional features of socio-economic conditions of childhood development, the author's method of typologizing Russian regions by the level of well-being of childhood development conditions based on the multi-sign classification method was used. This method is used for comparing objects by a set of indicators. To conduct the analysis, we calculated the ranks of indicators for five groups of indicators (institutional, demographic, infrastructure, financial and economic, and security). The analysis of the obtained results allowed us to distinguish five author's types of regions of the Russian Federation (RF) by the level of favorability of childhood formation.

download russian text

The spatial characteristics of places, their assessment is studied in line with a new interdisciplinary direction - the geography of childhood, formed at the intersection of humanitarian geography and social studies of childhood. To collect empirical data, an essay method was chosen that provides children with the opportunity to describe their favorite place in the city. In total, 140 compositions were collected by schoolchildren aged 9–17 from the cities of Komsomolsk-on-Amur, Astrakhan, Kaliningrad, Moscow, St. Petersburg, Cheremkhovo and the village of Dolgorukovo. The presented locations differ in their size, remoteness from the European part of Russia and the socio-economic opportunities for organizing space for children. Through geographical essays of children, which described their favorite places, the problems of studying the territory of residence in terms of spatial, socio-economic and subjective characteristics were solved.

Provisional National assembly of the Far East: Milestones of the First Far Eastern Parliament

download russian text
Civil war in the Russian Far East 1918–1922 had its own unique features, one of them was the presence of the highest representative bodies of power. Unlike other regions of Russia (in particular, Siberia and the Kuban), the parliaments of Primorye existed with insignificant interruptions from 1920 to 1922. The first parliament in Vladivostok was the Provisional National Assembly of the Far East. The purpose of the article is to study the activities of deputies of the National Assembly. Seaside parliamentarians clearly presented their main tasks (uniting the regions of the Far East, preserving the region for Russia, ending the intervention peacefully, improving the economic situation) and, to the extent possible, sought to achieve them.

Conflict of the Khabarovsk City Duma and the Provisional Government of the Far East in 1920

download russian text
TThe article analyzes the confrontation between the Khabarovsk city government of the "Kolchak convocation" and the regional government of Primorye formed as a result of the anti-Kolchak coup on January 31, 1920. The parallel existence of several state formations in the Far East created the ground for political instability. The conflict between the Khabarovsk Duma and the Vladivostok government was complicated by an ideological factor: most Duma members belonged to the right, anti-communist camp, while the regional government consisted mainly of socialists. The refusal of both sides to compromise resulted in the unilateral declaration of "independence" of Khabarovsk in August 1920. The evacuation of Japanese troops and the lack of support for the actions of the Duma among the townspeople led to the "separatists" to failure. The conflict was seized by the rivals of Primorye in the unification of the Far East – the Far Eastern Republic and the Soviet Amur Region – the latter's troops, contrary to the protest of the Vladivostok government, occupied Khabarovsk in October 1920.

Far Eastern migration: peculiarities of the interpretation. Example of the Khabarovsk Territory case

download russian text
The topic of migration in scientific discourse is not new. There are many works describing certain scenarios that are relevant for research in large foreign cities or settlements in the European part of Russia. This situation leads to the strengthening of ideas about the existence of a macro-community, which functions according to a single logic for a number of settlements and regions. But the application of generally accepted rules seems irrelevant for cities formed differently. Far Eastern cities are an example of such settlements. This study is aimed at studying the features of migration processes in the Khabarovsk Territory, primarily in the city of Khabarovsk. We strive to show that migration is here a condition for the existence of a community that predetermines the very type of economic activity. At the same time, the prevalence of "outflow" in recent years is associated not with the crisis or socio-economic miscalculations, but with bringing the population in line with the needs of the territory.

Public Biases Against Lobbying and Its Regulation as a Way to Overcome Them

download russian text
This article focuses on a wide range of biases against lobbying, which emerge as myths, misconceptions, and stereotypes. These biases skew the image of reality around lobbying, which can be addressed by the introduction of its regulation. Such practice exists in over 20 countries, most of them being members of the EU. Regulation of lobbying in these and other countries is practiced both at the national and the subnational levels. EU also gives an example of supranational regulation of lobbying. The proliferation of lobbying regulation across so many countries has encouraged international organizations such as the Commonwealth of Interdependent States, OECD, and the Council of Europe to develop recommendations on lobbying regulation for their country members.
