The article explores the potential for the possible co-development of two strategically important macro-regions of Russia–the Arctic and the Far East. The authors solved the following research issues: to determine the possible ways of linking the extracting and processing industries projects of the two macro-regions; to assess the possibilities of developing there infrastructure projects related to the increasing Northern Sea Route utilization; to explore the prospects for the Far Eastern shipbuilding industry development facilitated by the orders for the future and ongoing projects in the Arctic; to study the prospects of scientific and technical cooperation in joint Arctic researches between leading universities and companies in the Asia-Pacific and the Far East.

Oil and gas production in the Eastern sector of the Arctic is promising, but it requires additional engineering and geological investigations, and providing icebreaking and auxiliary fleet of drilling platforms. The cost of manufacturing vessels at the shipyard "Zvezda" (including expensive skilled labor) is much higher than in western part of the Russia or in the shipyards of Southeast Asia. How appropriate and competitive is it to occupy the "classic" niche for building ships in the Russian Far East? According to the authors of the article, the future of shipbuilding in the region is associated with the creation of an international marine Arctic engineering center in the Far East.

European Union Arctic policy: tasks and problems

The Arctic, developing as a space of dialogue, which is also confirmed by the Arctic states, nevertheless gradually turns into a geopolitical platform, and additional factors interfere with the interaction of states in the form of conflict situations in different regions of the world, sanctions, etc. Russia is the largest Arctic state, and therefore its activities in the Arctic are always taken into account by other Arctic players. The EU seeks to fix its presence in the Arctic, pursuing a cautious but consistent policy through the Northern Dimension, inter-regional cooperation and other programs in order to prove its right to participate in the Arctic dialogue. It is obvious that the EU also takes into account the Russian factor, which in recent years has become even more significant for European politicians in their foreign policy in different directions. In connection with the global goals of the European Union, Russia needs to clearly understand the EU’s position in the Arctic.

China and India in the Arctic: interests, strategies, and cooperation with Russia

The article identifies the shared and divergent Arctic agenda of China and India, characterizes the strategies of the two countries in the Arctic, backs the thesis about the "reactive" nature of the Arctic policy of Delhi, identifies factors that restrain Indian activity in the Arctic affairs, and also demonstrates the scale of the participation of China and India in the Arctic cooperation with Russia. The article aims at demonstrating that, despite the features common to China and India (they are developing countries, claiming a special role in world politics, maritime powers, large energy consumers, non-Arctic states, etc.), the interests of these two countries in the Arctic, their Arctic policies and the scale of their Arctic cooperation vary significantly.

The transformation of the Arctic attracts non-regional states’ attention, which are not only extremely concerned about global climatic changes, but also interested in the emerging prospects for realizing their economic and political potential. The article discusses the Arctic interests of Singapore, the features of its involvement in Arctic research, the content of activities in the region. The risks and opportunities of Singapore in the Arctic region, the directions of Arctic research, the vectors of international cooperation, as well as the experience in interacting with the largest Arctic power – Russia are clarified in the work. The article is based on the analysis of the results of the Russian and foreign researchers as well as the data and documents on focused problem.

Confucius Institute FEFU and its activities to promote Chinese language and knowledge about China

This article shows objective conditionality of foundation Confucius Institute, the first kind of such institutes in Russia in 2006 – and the history of this fact. Based on a large statistical material, the authors reveal the activities of the FEFU Confucius Institute aimed at learning Chinese, acquaintance with Chinese culture and, in general, the spread of Sinology in the Far East of Russia. The article will highlight the contribution of the Ministry of Education of China and the State Department of China on the spread of Chinese abroad (from the Chinese side), the administration of the Far Eastern University, the Director of the Confucius Institute Konkordii Alexandrovna Kurilova (from the Russian side) in the organization and normal functioning of the Confucius Institute.

In the context of the intensification of North Korea in establishing and developing its foreign policy contacts, the countries bordering the DPRK are assessing the potential benefits if international sanctions are lifted from the DPRK. However, for the successful development of trade and economic cooperation with North Korea, it is necessary to create a high-quality cross-border transport infrastructure that will ensure stable trade between the countries. The article is devoted to comparing the key infrastructure projects proposed by Russia, China and the Republic of Korea to DPRK, and assesses the prospects for their implementation under international sanctions.

The research explores the ecological situation in Indonesia including problems, risks, and threats to the environment, as well as the impact of the environmental crisis on the development of the country. The paper highlights the Indonesian experience of environmental policy, the practice of countering anthropogenic factors and natural disasters, the cooperation with the international community regarding domestic and global environmental challenges. The article is based on the analysis of the results of the researches, statistics and the data of experts’ reviews dealing with the environmental issues in Indonesia and South-East Asia.

Ethnic structure’s transformation of the population of Yakutia (territorial view)

In this article the estimate of the changes in the national (ethnic) structure of Yakutia is given. The analysis of official statistical data on the movement in the national (ethnic) structure of 36 municipal districts of Yakutia, which submitted by national census-2002 and national census-2010, is carried out. Shifts in the ethnic structures of the regions of Yakutia are revealed, the territories of possible risks of interethnic conflicts are localized. In the article, the author identifies three unique types of ethnic structure of the population in the territory of Yakutia, which should be taken in implementing of the ethnonational policy in the region and harmonizing interethnic relations in Yakutia.

The historical and cultural landscapes of the Amur River in modern Nanai culture (based on field study materials, 2019)

The article reveals the concept of historical and cultural landscape, assesses its reflection in consciousness, the transformation of ideas about it in the modern Nanai culture, and analyzes the translation of this image through modern arts and crafts and festive culture. This work is the result of the implementation of the first stage of a complex project for study of the historical and cultural landscapes of the North Pacific and is based on a field study conducted in the summer of 2019 in the Amur river basin (in the villages of Belgo and Condon). In addition to collecting valuable anthropological information, common and territorially unique elements of the culture of these groups are identified.

The policy of attracting foreign labor migrants to the Russian Far East: between the pragmatic course and the security strategy (late XX – early XXI centuries)

On the basis of the synthesis of historical methodology and methods of political science sociology, taking into account the achievements of predecessors and various types of sources, the article highlights the most striking features in the history of attracting foreign labor migrants in the early 2000s. There are identified new trends that have emerged in this policy in the South of Russian Far East before and after the adoption in 2012 of the Concept of the state migration policy of the Russian Federation for the period up to 2025, as well as after the creation of the Ministry for the development of the Far East. The author comes to the conclusion that the process of foreign labor migration was often given an ethnic tinge, and this was painfully perceived by local communities. This circumstance, as well as the behavior of the regionals in relation to foreign migrants were largely dictated by the influence of official discourse.

Regional policy of the Russian Federation is developed in a complex way as a result of bargaining between the key actors. The article suggests the actors of the Russian Far East development policy research method within the Mitchell’s model. Actors’ goals are arranged into a system and shown as the actual and anticipated nexus junctions. The article reviews the interest conflicts and looks for the possible ways to solve them. The author claims the controversies of the definitive actors’ goals and argues monitoring and more detailed key players’ goals and interests research and design in order to improve the official documents standards and to boost the effects of the regional governmental policy.

Problems of adaptation and integration of Latin American immigrants in the United States in the second half of the XX – early XXI centuries

This article provides an analysis of the problems of adaptation and integration of Hispanic immigrants in American society. Migration processes always have been one of the most meaningful factors of formation the American nation. That is why the problems of integration of foreign immigrants in American society has been playing one of the most important roles in country public affairs for many years. The massive Hispanic immigration in the USA strengthens the expat community lifestyle. "New blood" from the Latin American countries is the main reason of the constant growth of the number of the USA residents which makes the assimilation processes slower. The research acknowledges the fact that federal policy of migrants’ integration is lack in the USA, in stark contrast to the "classic immigration" countries, as Canada and Australia. There are no any authorities which would deal with the problems of the complex migrants integration in the system of government specific institutions. The most of the integrational programs are implemented at the civil society level, including uncommercial and religious organizations, local communities, school teachers and employers.

Dmitry Polyansky in the Memories of Crimeans

Dmitry Polyansky is known as one of the CPSU and USSR leaders who was involved in a number of events: the transfer of the Crimean Oblast (1954), the defeat of the Anti-Party Group (1957), the ‘Ryazan affair’ (1960), the ‘Novocherkassk massacre’ (1962), the Nikita Khrushchev’s ouster (1964), the Warsaw Pact invasion of Czechoslovakia (1968) and the harassment of Aleksander Solzhenitsyn (1974). The article introduces unknown characteristics of the man which belong to his relatives and former colleagues in the Crimea. The features of Polyansky’s image are recreated, the genesis of his personality is also revealed.
